The Health Department facilitates a Joint Community Advisory Board (JCAB) to support both the Harm Reduction Services Program and the Law Enforcement Assisted Diversion (LEAD) program for Howard County residents.
The JCAB seeks to find how the community would seek to reduce the harm from substance use and mental health challenges. Visit the Criminal Justice Behavioral Health Services wepage and click on LEAD to read the JCAB informational flier.
