The Code Enforcement Office in the Department of Planning and Zoning ensures compliance with local zoning and development regulations. Code enforcement is complaint-driven, and we rely on citizens to help identify issues and work with the Department as needed. Zoning complaints may be submitted anonymously.

Submit a Zoning Complaint
- Submit a Zoning Complaint Online
- If you'd like to submit attachments with your online complaint, please email them to zoning@howardcountymd.gov.

Pleas note, the online complaint form is a way to receive electronic complaints only and cannot be used to track the progress of the investigation. The case will read “closed” in the online system when a case is created and assigned an inspector. Unless you choose to remain anonymous, after an inspection has been conducted you will receive a letter explaining the results of the inspection and any action taken by this Department.
