Howard County – Public Schools – School Schedule Options
Ho. Co. 1-26
For the purpose of authorizing the Howard County Board of Education to operate schools within the county using a certain school scheduling model that is exempt from a certain requirement under certain circumstances; requiring the county board to offer certain employees an opportunity to make up lost wages under certain circumstances; requiring the county board to report to the State Department of Education and the General Assembly on any schools operating under an alternative scheduling model; and generally relating to public school scheduling models and the Howard County Board of Education.
Howard County – Alcoholic Beverages – Gift Basket Permit

For the purpose of establishing, in Howard County, a gift basket permit that authorizes a permit holder to sell and deliver gift baskets containing beer, wine, or liquor to certain individuals under certain circumstances; providing that certain distance requirements do not apply to the issuance of the permit; and generally relating to alcoholic beverages in Howard County.

Howard County – Voting Age – Board of Education Elections

For the purpose of authorizing the General Assembly to lower the age at which an individual may vote in an election for members of the Howard County Board of Education; altering the minimum age at which an individual in Howard County may vote in an election for members of the Howard County Board of Education; and generally relating to the voting age for Howard County Board of Education elections.
Howard County – Illegal Dumping – Surveillance System Pilot Program

For the purpose of authorizing a designated Howard County department to place certain surveillance systems at certain dumping sites in Howard County; requiring the District Court, in consultation with the designated Howard County department, to prescribe a certain citation form; requiring the designated Howard County department to mail a certain citation or warning to the owner of a motor vehicle recorded by a certain surveillance system within a certain time period; providing that a person who receives a certain citation in Howard County may pay a certain civil penalty or elect to stand trial in the District Court; establishing certain defenses to a certain violation in Howard County; prohibiting the Motor Vehicle Administration from registering or transferring the registration of any vehicle captured by a certain surveillance system in Howard County under certain circumstances; and generally relating to the use of surveillance systems at dumping sites in Howard County.
Howard County – Highways – Speed Limits

For the purpose of authorizing Howard County to decrease the maximum speed limit to not less than a certain speed on highways after performing an engineering and traffic investigation; prohibiting Howard County from implementing a new speed monitoring system to enforce speed limits on highways on which the speed limit has been reduced under this Act; and generally relating to the establishment of speed limits on highways in Howard County.
Howard County – Speed Monitoring Systems – Expansion of Authorization

For the purpose of expanding the authorization to place and use speed monitoring systems on highways in Howard County to certain highways in residential districts and highways identified in certain plans as at high risk for motor vehicle crashes; and generally relating to the placement and use of a speed monitoring system in Howard County.
Howard County – Board of Education – Mandatory School Holidays

For the purpose of requiring the Howard County Board of Education to close public schools in the county to students to observe certain holidays beginning in a certain school year; and generally relating to the Howard County Board of Education and mandatory school holidays.
Howard County – Transfer Tax – Use of Proceeds

For the purpose of altering the name of the Howard County Agricultural Land Preservation Fund to be the Howard County Agricultural Preservation and Innovation Fund; specifying the use of certain transfer tax proceeds that are distributed to the Fund; and generally relating to the transfer tax in Howard County.
