Department of Housing and Community Development DHCD offers new and resale homes through the Moderate Income Housing Units MIHU Program and opens its application portal four times a year - January, April, July and October. Please scroll down for more information.

Applicants with a combined household income of a MINIMUM OF $55,000 are eligible to apply. If you do not meet the minimum annual household income of $55,000. DO NOT APPLY.
Please allow 4-6 weeks processing time before you receive a response.
MIHU applications will be accepted online, by mail or in-person through Thursday, April 30th at 4:00 pm. Online and mail submissions are strongly recommended.
Completed paper applications along with all attachments can be delivered to Howard County Department of Housing and Community Development at 9820 Patuxent Woods Drive, Columbia, MD 21046. There is a drop box near the Guard’s Desk. NO copies will be made. Dropped off applications MUST be placed in a sealed envelope.
For all application submissions, please be prepared to submit or upload the following supporting documents for each working adult in the household. If you do not attach all required documents at the time of submittal, your application will be rejected.
- Three (3) most recent consecutive paystubs (for both full-time and part-time employment) for each employed person in the household
- Other income documentation (Social Security Income (SSI), Disability, retirement, child support, alimony) – most recent annual, quarterly, or monthly statement or award letter. Any income received for the benefit of minor children must be included.
- Third party proof of all asset sources (mutual funds, trust funds, CDs, etc.)
- Prior year’s filed Federal Income Tax Returns – Form 1040, 1040A, or 1040EZ with all schedules. (If you do not have a copy of your income tax returns, please call the IRS at 1-800-829-1040 or visit www.irs.gov to request a copy.)
- Three (3) most recent month’s bank statements (checking and savings).
- Previous Year’s W-2 forms (only acceptable during January and April Open Enrollment periods).
- If self-employed, provide copies of the borrower’s Federal Income Tax Returns that were signed, dated and filed with the IRS for the past two (2) years including Schedule C and the current year-to-date profit and loss statement.
- College students over the age of 18, provide a college transcript (unofficial copies allowed).
- Zero Income Affidavit - All non-working applicants age18 and over should complete this form and submit/upload with the application.
