The Howard County Office of Human Resources (OHR) serves the employees of Howard County Government, and residents of Howard County Maryland, via the development and implementation of innovative and effective human capital management strategies and techniques. OHR works in partnership with management across Howard County Government to assist individual departments and offices in the accomplishment of departmental missions, goals, and objectives.  Our office is committed to attracting, developing, and retaining a skilled and highly productive workforce capable of meeting the needs of Howard County’s growing population, and serving the retirees of Howard County after their years of dedicated service.
