Eligibility List Preference for Persons with a Disability

Howard County Council Bill 40-2012 establishes a preference for persons with a disability who are rated most qualified for the position to be placed on eligibility lists developed for vacant positions.

Priority consideration is given to the following persons in the following order:

  1. A veteran rated by the Department of Veterans Affairs with a compensable service-connected disability of 30 % or more
  2. An individual with a developmental disability, a severe physical disability, or a psychiatric disability that has been medically proven in accordance with 5 C.F.R. 213.3102(U)(2)

If you wish to claim either of the above preferences for a Howard County Government position, you must respond to the question and follow the instructions on the application form.  PLEASE DO NOT ATTACH DISABILITY PREFERENCE DOCUMENTATION TO YOUR APPLICATION.

This information is voluntary, but must be provided in order to claim employment preference. The information will be kept confidential and will not be used to evaluate your application.

Following is a list of examples of acceptable documentation for proof of a disability:

  • Statements or letters on a physician's/medical professional's letterhead stationery.
  • Statements, records or letters from a Federal Government agency that issues or provides disability benefits.
  • Statements, records or letters from a State Vocational Rehabilitation Agency counselor.
  • Certification from a private Vocational Rehabilitation or other Counselor that issues or provides disability benefits.
