All dog and cat owners must purchase annual Howard County licenses for their pets. Each pet shall wear the license tag attached to a collar or harness. Pets properly tattooed, microchipped or ear tagged are exempt from the requirement of wearing the license tag, but the purchase of a license is still required.

Resources and Information:
To Register as a Utility Contractor in Howard County, please submit the following:
- Complete a Registration/Application Card.
- Provide a copy of valid and current Onsite Utility Contractor's License (or equivalent) issued by another Maryland jurisdiction, or complete the Qualifications Questionnaire for Howard County On Site Utility Contractor License showing at least two (2) years of experience (satisfactory to the administrative authority) working in the onsite utility contracting business.
- Provide a Certificate of Insurance that meets ALL Utility Insurance Requirements.
- Pay the registration fee of $77.00 (make checks payable to "Director of Finance, Howard County").
*NOTE* Registration Expires July 31st.
- Renewals should be submitted by July 1st.
