The Bureau of Real Estate Management (REM), established in 2025, operates within the Department of General Services. The Bureau is responsible for supporting the County’s real estate functions and ensuring the effective delivery of all mandated programs and services.
We are responsible for the administrative, legal, and technical requirements of the programs, policies and procedures as hereinafter defined. Approximately 95% of the Bureau's workload is mandated by State and/or County laws.
Real Estate Management Programs
The Bureau of Real Estate Management (REM) is responsible for the following programs:
- Capital Improvement Program (Acquisition of land for County projects.)
- Developer Agreement Program (Processing Developer Agreements and related legal documents.)
- Leasing Program (Processing of leases for privately owned buildings and properties used by the County, and the leasing of County owned properties.)

Preservation Checklists
Howard County Master Road Book Index
The Howard County Master Road Book Index should include all roads officially incorporated into the County Road System of publicly operated and maintained facilities, including private, undedicated, and State Highway Administration ("SHA") roads. The roads are listed alphabetically. For example, Adcock Lane has four (4) entries representing the four (4) pieces that were deeded separately that make up the road. The number in the far right column is the total length in feet. Under "Type", the roads are listed as follows:
- Co = County Road
- Pres = Prescriptive ROW (Right of Way)
- SHA = State Road
- Prv = Private Road
- PAP = Private Access Place
- OP = Other Public (represents roads or pieces of roads, to be dedicated or in the dedication process and therefore not officially deeded to the County)

Evaluation and Report of Howard County Board of Education Property at Maryland Route 108 ( September 18. 2026)
This report documents the proposed transfer of approximately 4.58 acres of HCPSS property along MD Route 108 to Howard County for construction of Fire Station 15. The site is mostly vacant land with some existing parking, has onsite water with sewer to be extended from Route 108, is valued at approximately $850,000, and is zoned R-20, where a fire station is a permitted government use. The County and HCPSS are also finalizing an MOU for the future Pathways Program and maintenance responsibilities. Through FY2027, the County has appropriated $18.845 million for the design, permitting, construction, and fit-out of Fire Station 15, with design expected to be completed by the end of 2026.
