The Howard County Police Department is committed to informing the community and the news media of events within the public domain in a timely manner. The Office of Public Affairs issues news releases, responds to media inquiries, manages social media, and produces a daily crime bulletin.

News releases are issued for significant events and cases. The daily crime bulletin is produced each weekday when county offices are open and includes the initial reporting of various crimes such as robberies, burglaries, assaults, vehicle thefts, and theft from vehicles. It is not inclusive of all police activity in a day.

On April 17, an employee at Macy's in the 10300 block of Little Patuxent Parkway in Columbia reported that when he approached a male suspect who had stolen merchandise, the suspect displayed a knife before fleeing. No one was injured. Through investigation, police identified the suspect and charged him.
CHARGED: Warren Powell, 56, of Washington, D.C., charged with armed robbery, assault, and theft

On June 5, an adult male victim reported that a suspect entered his residence in the 7600 block of Hearthside Way in Elkridge through an unlocked door and stole a wallet and subsuquently used his credit cards. Through investigation, police identified the suspect and charged him.
CHARGED: Allen Freeman Jr., 19, of Elkridge, charged with burglary and credit card theft

On Oct. 29 in Marriottsville and on Nov. 9 in two Columbia locations, a suspect entered Dunkin' stores through the drive-thru window and stole cash. Through investigation, police identified a suspect and charged him in an arrest warrant. 
CHARGED: George Robert Cole Duvall, 31, of North East, charged with multiple counts of burglary, theft, and destruction of property

On Nov. 7, an adult male victim reported that he advertised a vehicle for sale, and upon meeting a male suspect posing as a potential buyer in Columbia, the suspect stole the vehicle, a 2016 Honda Accord. Through investigation, police identified the suspect and charged him.

Howard County police have charged several suspects in the November robberies of two Centennial High School students and an additional unrelated robbery three days later in the same neighborhood. 

On Nov. 8, a juvenile male victim reported that while walking home from school in the 9700 block of Riverside Circle in Ellicott City, he was approached by two female suspects with their faces covered who displayed a handgun and stole his cell phone before fleeing. Around the same time nearby, in the 9800 block of Gwynn Park Drive, a second juvenile male victim reported his belongings were stolen in a similar robbery. Neither victim was injured. Through investigation, police charged three juvenile females – two 15-year-olds and a 14-year-old – from Baltimore with the robberies. The suspects also are charged in an attempted carjacking earlier on Nov. 8 in the 10300 block of College Square in Columbia. Police continue to investigate whether additional suspects were involved. 

On Nov. 11, in the 4000 block of Arjay Circle in Ellicott City, an adult female victim reported that while unloading her vehicle at her residence, two male suspects with their faces partially covered approached her, displayed a gun, and stole her purse before fleeing. The victim was uninjured. Through investigation, police in an arrest warrant charged Samuel Fikru, 18, of Silver Spring, and a 15-year-old juvenile male with armed robbery, assault, and theft. Police continue to investigate whether additional suspects were involved.

Howard County police have charged a suspect in four incidents during the February 11-12 overnight hours: a residential burglary and vehicle theft in the 3100 block of Fox Valley Drive in West Friendship; a vehicle theft in the 13800 block of Holly Crest Lane in Dayton; a vehicle theft in the 3700 block of Appleby Court in Glenwood; and a vehicle theft in 13600 block of Fox Strem Way in West Friendship. Through investigation, police identified a suspect and charged her.
CHARGED: Juvenile female, 17 at the time of the incidents, of Baltimore, charged with burglary and multiple counts of motor vehicle theft

Howard County police have charged a suspect in an April 9-10 overnight residential burglary and vehicle theft in Columbia. A resident reported that an unknown suspect entered the residence through a possibly unlocked door, stole keys, and stole a vehicle. The vehicle was recovered in May in a neighboring jurisdiction and through investigation, police identified the suspect and charged him.
CHARGED: Larry Robinson Jr., 22, of Middle River, charged with burglary and motor vehicle theft

Howard County police have charged a suspect in a May 4 robbery in Elkridge. An adult male victim reported that he was making package deliveries in the 8000 block of Joetta Drive when a male suspect with his face covered entered his truck, displayed a gun, assaulted the victim, and stole his wallet before fleeing. No serious injuries were reported. Through investigation, police identified the suspect and charged him. Detectives believe the victim knew the suspect and had been targeted.

Howard County police have charged a suspect in a June 29 robbery at Wells Fargo Bank in the 9200 block of Baltimore National Pike in Ellicott City. A bank employee reported that a male suspect with his face partially covered approached the counter and demanded cash. The employee complied and the suspect fled. No one was injured. Through investigation, police identified the suspect and charged him.

Howard County police have made an arrest in a July 31 weapon violation/assault in the 3100 block of Burgess Mill Way in Ellicott City. Police responded for a report of shots fired and located bullet holes and projectiles in an apartment. Through investigation, police believe that a suspect in an adjacent apartment threatened an acquaintance and fired several shots. No one was injured. Police located the suspect and arrested him.
ARRESTED: Juvenile male, 17, of Columbia, charged with attempted first-degree murder, assault, reckless endangerment, weapon violations, and related charges
 
Howard County police have charged two suspects in armed robberies at three 7-Eleven stores (in Elkridge, Columbia, and Ellicott City) on July 23. In each instance, a male suspect with his face partially covered displayed a handgun and stole cash from the register before fleeing. No one was injured in the incidents. Through investigation, police identified two suspects who are each charged with the three robberies. They are currently in custody in a neighboring jurisdiction.
ARRESTED: Brandon Achimbi, 20, of Laurel, and Andrew Lucas, 19, of Pikesville, each charged with multiple counts of armed robbery, robbery, theft, assault, and weapon violations

Police have made an arrest in an April 3 robbery at PNC Bank in the 15900 block of Frederick Road in Woodbine. A bank employee reported that a male suspect with his face partially covered approached the counter and demanded cash. The employee complied and the suspect fled. No one was injured. Through investigation, police identified the suspect and arrested him.

Police have made an arrest in a Jan. 9 robbery at Truist Bank in the 7200 block of Montgomery Road in Elkridge. An adult female victim reported that while making a bank transaction, a female suspect attempted to steal her cash. The suspect then fled without the cash. No one was injured. Through investigation, police identified the suspect and arrested her.
ARRESTED: Mannar Marie Al-Foudari, 37, of Elkridge, charged with armed robbery, robbery, assault, and extortion

January 12, 2023
Police have charged four suspects in three carjackings and two attempts in October 2022. In each case, two male suspects, sometimes armed with weapons, approached adult drivers in vehicles in the following locations:

Oct. 3: 3300 block of North Ridge Road in Ellicott City
Oct. 7: 7100 block of Montevideo Road in Jessup
Oct. 7: 8200 block of Snowden River Parkway in Columbia
Oct. 8: 9000 block of Snowden River Parkway in Columbia
Oct. 8: 6400 block of Dobbin Road in Columbia

In three cases, the suspects successfully stole the vehicles; in the other two, the suspects fled without taking the cars. No one was injured in any of the incidents.

Through extensive investigation, police identified and arrested the following suspects, who were each charged with armed carjacking, carjacking, armed robbery, robbery, motor vehicle theft, assault, and related charges:

  • Imari Travon Green Smith, 18, of Washington, D.C., charged with 42 total counts
  • Quame Allen Skinner, 21, of Washington, D.C., charged with 22 total counts 
  • An 18-year-old male from Columbia who was 17 years old at the time of the incidents, charged with multiple counts 
  • A 17-year-old male from Washington, D.C., charged with multiple counts

Police have made an arrest in a Nov. 7 shooting in the 7500 block of Washington Boulevard in Elkridge. An adult male victim reported that an acquaintance shot at his car as he was leaving the area. Police responded and located damage to the vehicle and shell casings. No one was injured. Through investigation, police identified the suspect and arrested him.
ARRESTED: Robert Charles Logan, 39, of Elkridge, charged with attempted first- and second-degree murder, assault, reckless endangerment, and weapon violations

Howard County police have made an arrest in an Oct. 6 armed robbery at Home Depot in the 9000 block of Snowden River Parkway in Columbia. A store employee reported that when he approached a male suspect who had stolen merchandise, the suspect displayed knife and fled with some of the merchandise. No one was injured. Through investigation, police identified the suspect and arrested him.
ARRESTED: Daniel Young, 34, of Halethorpe, charged with armed robbery, robbery, assault, and theft.

Howard County police have made an arrest in an Aug. 27 residential burglary in the 3800 block of Route 97 in Glenwood. The suspect entered the residence by forcing open a window and stole various items. Through investigation, police identified the suspect and arrested him.
ARRESTED: James Szwed Jr., 56, of Frederick, charged with burglary, theft, and destruction of property.

Howard County police have made two arrests in an Aug. 23 robbery at Dunkin' in the 7900 block of Dorsey Run Road in Jessup. An employee reported that a male suspect approached the counter, implied a weapon, and demanded cash. The employee complied and the suspect fled long with a female suspect. No one was injured. Through investigation, police identified the suspects and arrested them.
ARRESTED: Ivan Carpenter, 40, and Meagan Carpenter, 38, of Jessup, charged with robbery and theft

November 9, 2022
Howard County police have made arrests in an Oct. 31 non-fatal shooting inside a residence in Columbia. 
 
At approximately 10:36 p.m., police responded to the 5500 block of Cedar Lane for a report of a subject shot inside a residence. The victim, 31-year-old Naverne Moore, was transported to University of Maryland Shock Trauma Center where he was treated and released. Through investigation, police believe the victim and suspects were acquaintances and the incident was not random. 

ARRESTED:  Kelly Gene Francis Jr., 20, of Columbia, charged with attempted first- and second-degree murder, home invasion, assault, and related charges. She is being held without bond at the Howard County Detention Center.

Howard County police have charged two men in a series of catalytic converter thefts in the overnight hours of Aug. 10-11 in Columbia. Police identified 12 victims who reported that their catalytic converters had been stolen from their vehicles. Through investigation, police identified two suspects and linked them to the thefts.
ARRESTED: Devontae Johnson, 29, of Baltimore, and Antione Tates Jr., 24, of Baltimore, each charged with multiple counts of felony theft, destruction of property, and conspiracy to commit theft

Howard County police have charged a suspect in several theft from vehicles in the overnight hours of Aug. 28-29 on Woodpark Lane and Clocktower Lane in Columbia. The suspect broke into several vehicles and stole various items. Police later arrested the suspect and recovered evidence connecting him to the thefts. 
ARRESTED: Terrel Odell Futrell, 26, of Baltimore, is charged with 16 total counts of destruction of property, rogue and vagabond, and theft

Howard County police have charged a man with a string of commercial burglaries and a robbery dating back to March. Paul Emanuel, 51, of no fixed address, is charged with 27 total counts of burglary, theft, armed robbery, robbery, and destruction of property in the six commercial burglaries and one robbery. 
 
Early on Aug. 10, police responded to the Quick Stop Food Mart in the 10700 block of Hickory Ridge Road in Columbia for a burglary in which several suspects broke the front glass door and stole cash and lottery tickets. Police later arrested Emanuel; 39-year-old Fernando Martinez of Riverdale; 41-year-old Dominick Quarles of District Heights; and 24-year-old Rolando Morillo Ramirez of Bladensburg, and charged them with burglary, theft, and destruction of property. 
 
Emanuel also is charged in commercial burglaries at 2 Go Convenience & Deli in the 9000 block of Washington Boulevard in Savage (March 16 and April 24); Pars Market in the 9400 block of Snowden River Parkway in Columbia (March 23 and April 23); and Crestmount Wine & Spirits in the 7900 block of Washington Boulevard in Jessup (March 18). In each case, Emanuel is alleged to have broken into the business and stolen cash and/or lottery tickets and cigarettes. 
 
Emanuel is charged in an April 22 robbery at Home Depot in the 9000 block of Snowden River Parkway in Columbia in which he and other suspects are alleged to have stolen merchandise and pepper sprayed an employee. 
 
Detectives continue to investigate whether Emanuel is responsible for other similar burglaries.

Howard County police have charged a suspect in seven commercial burglaries in the Columbia area in May and June. On separate occasions from May 12-June 17, the suspect entered the following businesses in the overnight hours and stole various items: Howard International Market (8700 block of Cloudleap Court) and Mobil (6200 block of Columbia Crossing) three times each, and Shell (5600 block of Waterloo Road) once. Through investigation, police identified the suspect and arrested him. 
ARRESTED: Dawon Martice Davis, 20, of Baltimore, charged with 33 total counts of burglary, theft, and destruction of property

Howard County police have charged a suspect in vehicle thefts spanning from April-July. Police located five vehicles parked at an apartment complex in Elkridge that had been reported stolen. Through investigation, police identified and arrested a suspect for the vehicle thefts. Police also located an illegally owned handgun in the suspect’s residence. 
ARRESTED: Juvenile male, 17, of Elkridge, charged as a juvenile with multiple counts of motor vehicle theft and theft, and charged as an adult with weapon violations

Police have made an arrest in a July 2 armed robbery at Shell in the 7200 block of Cradlerock Way in Columbia. An employee reported that he was approached by a male suspect who displayed a knife and demanded cash. The victim complied and the suspect fled. No one was injured. Through investigation, police identified the suspect and arrested him.

Howard County police have made an arrest in a June 12 weapon violation in the 6000 block of Merriweather Drive in Columbia and recovered two illegally owned handguns from the suspect. Police responded on June 12 for a report that a male suspect displayed a handgun following a verbal altercation with another male. No one was injured. Through investigation, police identified the suspect, arrested him, and recovered the guns and loaded magazines.

Police have made an arrest in a Feb. 15 armed robbery at High's in the 11800 block of Lime Kiln Road in Fulton. An employee reported that a male suspect with his face partially covered entered the business, displayed a gun, and stole cash from the register before fleeing. No one was injured. Through investigation, police identified the suspect and arrested him.

Police have charged two men with three residential burglaries on Feb. 12. The suspects entered two residences in the 5300 block of Harpers Farm Road in Columbia and a residence in the 7900 block of Brightmeadow Court in Ellicott City and stole cash and jewelry. Through investigation, police identified two suspects and charged them. Detectives continue to investigate these suspects for a string of similar residential burglaries dating back to November 2021. 
CHARGED: Alexander Izquierdo-Hincapie, 44, of Queens, N.Y. (in custody) and Alfredo Montero-Gonzalez, 47, of no fixed address (warrant for arrest) are charged with multiple counts of first-, third-, and fourth-degree burglary, theft, and destruction of property

Police have made an arrest in a Nov. 3 residential burglary in the 8200 block of Sandy Stream Road in Laurel. A suspect entered the residence by prying open a window and stole a handgun, photography equipment, and foreign currency. Through investigation, police identified the suspect and arrested him.
ARRESTED: William Nathaniel Hunter, 26, of Washington, D.C., charged with first-, third-, and fourth-degree burglary, and theft

Police have made an arrest in a Dec. 25 commercial burglary at Papa John’s Pizza in the 9300 block of Snowden River Parkway in Columbia. A suspect entered the business by breaking the front glass door and stole cash. Through investigation, police identified the suspect and arrested him.
ARRESTED: Devonte Dominic Johnson, 27, of Linthicum Heights, charged with second- and fourth-degree burglary, theft, and destruction of property

Police have made an arrest in a March 18 commercial burglary at BangNJen Salon in the 6500 block of Washington Boulevard in Elkridge. The suspect entered the business by breaking a rear window and stole cash and an iPad. Through investigation, police identified the suspect and arrested him.

Police have made two arrests in three commercial burglaries in the 10100-10200 blocks of Baltimore National Pike in Ellicott City reported on Oct. 5, 2021. The suspects entered Beef Brothers Deli & Pizza and Pachanga Cocina Mexicana by breaking the glass doors and stole cash from each business. The suspects also attempted to enter the Bon Appetit Café but were unsuccessful. Through investigation, officers connected all three burglaries to the same suspects, identified them, and arrested them.  
ARRESTED: Sylvester Joseph Johnson, 43, and Ellen Stinson, 37, both of Havre de Grace, charged with multiple counts of burglary, theft, and destruction of property

Police have made an arrest in a Feb. 18 attempted robbery at the Exxon in the 8800 block of Gorman Road in Laurel. An employee reported that a male suspect entered the business, implied a weapon, and demanded cash. The suspect then fled without stealing anything. Through investigation, police identified the suspect and arrested him.

Police have made an arrest in a vehicle theft reported on Jan. 23. A Honda Civic was reported stolen from the 10300 block of Owen Brown Road in Columbia. On Feb. 6, police located the vehicle in Columbia and two occupants fled on foot. With the use of a drone, police located one suspect nearby and arrested him.

Police have made an arrest in a Jan. 23 robbery and vehicle theft in the 6400 block of Freetown Road in Columbia. An adult female victim reported that she was approached by a male suspect who assaulted her and stole her purse. The suspect then fled in the victim’s vehicle, a 2017 silver Kia Forte. No serious injuries were reported. Through investigation, police identified the suspect and arrested him.
ARRESTED: William Hector Germaine, 48, of Clinton, charged with robbery, assault, motor vehicle theft, and related theft charges

Police have made an arrest in a Jan. 16 assault at the TA Travel Center in the 7500 block of Assateague Drive in Jessup. An adult male victim reported that an acquaintance cut him several times while they were involved an altercation with each other. The victim was transported to the hospital with serious but non-life-threatening wounds. Through investigation, police identified the suspect and arrested him.
ARRESTED: Dereck Saunders, 54, of Windsor Mill, charged with attempted first- and second-degree murder, first- and second-degree assault, and reckless endangerment

Police have made an arrest in a Jan. 13 robbery at 7-Eleven in the 6500 block of Washington Boulevard in Elkridge. An employee reported that a male suspect approached the counter, implied he had a gun, and stole cash before fleeing. No one was injured. Through investigation, police identified the suspect and arrested him.
