Howard County Recreation & Parks partners with Recreation Service Providers to provide a wide range of recreational services. These Recreation Service Providers lead programs, including arts and crafts, music, dance, cooking, fitness, sports, camps, after-school activities, wellness and more. There are also opportunities for Recreation Service Providers to offer officiating services for various sports, support special events, provide personal training, and more. Code of Conduct

Youth Sports Programs - Code of Conduct 

It is expected that coaches, parents/guardians/caregivers, family members, volunteers, players, spectators, officials, and fans will support and adhere to this code. Improper conduct may result in immediate disciplinary action.

Anyone who strikes, shoves, pushes, bumps or otherwise physically or verbally threatens an official or a member of their team or any other team including spectators, volunteers, HCRP staff or contractors shall automatically be suspended from all Department sponsored activities. HCRP staff will determine the length of the suspension.

Youth programs play an important role in promoting the physical, social, and emotional development of children. It is therefore essential for parents/guardians/caregivers, coaches, volunteers, spectators, and officials to encourage participants to embrace the values of good sportsmanship. Moreover, adults involved in youth sports programs should be models of good sportsmanship and should lead by example by demonstrating fairness, respect, and self-control.

1. Do not engage in unsportsmanlike conduct with any coach, staff, parents/guardians/caregivers, player, participant, volunteer, spectator, official or any other attendee.

2. Do not encourage your child, or any other person, to engage in unsportsmanlike conduct with any coach, staff, parents/guardians/caregivers, player, participant, volunteer, spectator, official or any other attendee.

3. Do not engage in any behavior which would endanger the health, safety or well-being of any coach, staff, parents/guardians/caregivers, player, participant, volunteer, spectator, official or any other attendee.

4. Do not encourage your child, or any other person, to engage in any behavior which would endanger the health, safety or well-being of any coach, staff, parents/guardians/caregivers, player, participant, volunteer, spectator, official or any other attendee.

5. Do not use drugs or alcohol while at a youth sports program and do not attend, coach, officiate or participate in a youth sports program while under the influence of drugs or alcohol.

6. Do not permit your child, or encourage any other person, to use drugs or alcohol at a youth sports program and do not permit your child, or encourage any other person, to attend, coach, officiate or participate in a youth sports program while under the influence of drugs or alcohol.

7. Do not engage in the use of profanity.

8. Do not encourage your child, or any other person, to engage in the use of profanity.

9. Do not initiate, encourage, or engage in verbal or physical threats or abuse aimed at any coach, parents/guardians/caregivers, player, volunteer, spectator, participant, official or any other attendee.

10. Do not initiate, cause, or encourage a physical altercation with any coach, parents/guardians/caregivers, player, volunteer, spectator, participant, official or any other attendee.

11. Treat any coach, staff, parents/guardians/caregivers, player, participant, volunteer, spectator, official or any other attendee with respect regardless of race, creed, color, national origin, gender, sexual orientation, or ability.

12. Encourage your child to treat any coach, staff, parents/guardians/caregivers, player, participant, volunteer, spectator, official or any other attendee with respect regardless of race, creed, color, national origin, gender, age, sexual orientation, or ability.

Youth Programs and Camps Code of Conduct   

The purpose of this document is to ensure understanding and compliance with the rules and behavior expectations of children in Howard County Recreation and Parks camps, programs, events and classes. These expectations have been established to assist in providing a safe and engaging environment where everyone feels accepted, respected, seen and heard. Program staff and volunteers reinforce these expectations as needed to help each participant be successful. 

Participants are expected to behave appropriately and promote a safe, fun and healthy environment through productive participation. The staff will use a positive approach to behavior management and will seek the support of the parent/guardian/caregiver to resolve behavior issues and to encourage positive participation. Participants who remain disruptive after consultation with their parent/guardian/caregiver may be dismissed from the program. Participants whose actions compromise the safety and well-being of themselves or others may be dismissed from the program immediately. 

Participant Expectations: 

• Participants shall use respectful language and behavior toward others.  
• Participants shall keep all body parts to themselves and follow the program rules.   
• Participants shall not threaten to do physical harm (e.g. raising a fist, swing an object, etc.) to another participant, staff member or volunteer verbally, written, or with hand gestures.   
• Participants shall not bring or threaten to bring any real or toy weapons to the program.   
• Participants who may have been hit, feel intimidated, bullied   or harassed for any reason, should report the incident to a staff member.  
• Participants shall not leave their group without permission. Staff are responsible for their safety and must always know their whereabouts.  
• All participants shall be escorted when leaving the designated activity area at all times. Elopement (leaving the group) is not acceptable and should not occur. 
• Participants shall use program equipment, supplies, and facilities properly. Theft, vandalism, or failing to care for government or personal property is prohibited. 
• Participants shall not possess or use drugs, tobacco, or alcohol.  
• Participants are expected to engage in all activities, be attentive and follow instructions from staff/volunteers. Continual disruption of the program should not occur. 

Recreation and Parks reserves the right to administer any of the following consequences at any time based on the degree of the inappropriate behavior:  

• Program Staff will redirect the participant to a more appropriate behavior.  
• The participant will be reminded of the behavior guidelines and given a warning.  
• Inform parent/guardian/caregiver during pick up and discuss strategies for future success. 
• Staff may find it necessary to have the participant picked up immediately from program. Failure to do so may result in an extended break from the program. 
• Break from the program (time and duration) will be dependent on severity of incident.  
• Expulsion from the program.    

By registering for this program, I acknowledge that I have reviewed the Code of Conduct with my child and understand and agree that participation in the program is dependent upon appropriate behavior and any additional expectations described above. Failure to comply with the Code of Conduct shall result in disciplinary action that may include removal from the program. There will be no refunds given for participants who are removed from the program due to violations of the Code of Conduct.
