This workgroup is responsible for continuously tracking and synthesizing federal and state health policy developments that affect access, payment, delivery, data, and quality in Howard County, and briefing the Forum and County leadership in a timely manner. Its scope includes evaluating the potential impacts of new or proposed policies related to Medicaid, the ACA marketplace, Maryland’s AHEAD model, behavioral health, telehealth, privacy, licensure, and payment programs. In addition, the workgroup assesses whether a Certificate of Need should be pursued or supported for new or expanded health services or facilities by reviewing Maryland Health Care Commission criteria, current capacity and demand, geographic access and equity, alternatives to construction, and financial and operational implications. Based on this analysis and stakeholder input, the workgroup delivers a single, evidence-based recommendation to the Howard County Executive, including a clear timeline and next steps.
