Howard County Housing Opportunities Master Plan Public Survey

A master plan for housing needs has not been completed for Howard County in more than 10 years. County Executive Ball created the Housing Opportunities Master Plan Task Force in Fall 2019 to assess the current state of housing in Howard County and to assist in the preparation of the Housing Opportunities Master Plan.  The Housing Opportunities Master Plan will assess housing programs and policies in all County government departments and agencies to improve efficiency and effectiveness, identify ways to create and preserve housing opportunities for residents of all income levels, and provide metrics and timelines to measure progress towards achieving goals in the plan.

The Task Force has been divided into three workgroups to focus on specific areas of the Housing Opportunities Master Plan: Housing Market, Housing Affordability, and Housing Policy. Members of these workgroups will use responses compiled from this survey to assist in the development of recommendations for the Housing Opportunities Master Plan for Howard County.  All responses to this survey are anonymous.

Once you have completed the survey, we would greatly appreciate you forwarding the survey link along to your contacts, neighbors, place of business, organizations, congregations, community groups, etc. to encourage participation and further sharing. Other ideas include forwarding it to your distribution lists; printing and displaying at open/operating facilities, neighborhood, or other community hubs (only if safe to do so!); or posting to your website, social media, Next Door page, or other listservs to help spread the word and increase participation.

COVID-19 CDBG UPDATE  - The Department has awarded $770,356.00 in CDBG funding awarded to Howard County from the federal CARES Act and an additional $800,000.00 in County funding as part of the County Executive’s Disaster Relief & Recovery Initiative to respond to the impact of COVID-19 on the economy and county residents.  The Department has awarded this funding to 8 grantees to provide housing expense assistance to low- and moderate-income residents affected by COVID-19.  Residents should visit the Department’s COVID-19 assistance page for a list of awarded providers and contact information.  Beginning July 6 th, residents may apply for up to 3 months of assistance to pay past due rent and/or mortgage payments to prevent eviction and/or foreclosure.  Residents must provide evidence of a reduction or loss in household income due to COVID-19 shutdown or medical illness to qualify.  Household income limits apply.
