ELLICOTT CITY – Today, Howard County Executive Calvin Ball announced that the Howard County Department of Finance has received the Investment Certificate of Excellence Award from the Association of Public Treasurers of the United States and Canada (APTUSC). According to the APTUSC, this recognition assures “all the stakeholders in the community you serve, that you are abiding by professional standards established to ensure prudent management of public funds.” The award also states that the Department of Finance abides “by professional standards established to ensure prudent management of public funds.” 

“From our AAA bond rating to this Certificate of Excellence, Howard County continues to serve as a model jurisdiction when it comes to financial management,” said Ball. “I want to thank Director Janet Irvin and our entire Department of Finance for their commitment to fiscal responsibility and for strengthening our reputation as a county government.” 

“The 18-point criteria for a comprehensive policy is designed to assist in the prevention of missteps in investing public funds,” said Department of Finance Director Janet Irvin. “The entire Finance staff is honored to be recognized for our efforts to safeguard assets and serve as good fiscal stewards for County residents.”  

The Association of Public Treasurers of the United States and Canada was founded in 1965 and their mission is "to provide quality treasury management education and training, professional certification, peer interaction, and professional connection opportunities for public treasury and financial officials."
