ELLICOTT CITY, MD – Howard County Executive Calvin Ball is currently seeking candidates in order to submit three nominations to the state for the Howard County Property Tax Assessment Appeals Board. The Governor’s Office will select one member to serve on the board from these nominations. The deadline to apply is Friday, December 19, 2025.
Our homes are often our biggest investment and financial asset. The Property Tax Assessment Appeals Boards across the state serve a vital role in our community by helping to ensure that tax assessments are current and accurate. I encourage residents who are knowledgeable and willing to serve to apply and consider their neighbors’ cases.
The Board consists of three members and one alternate who serve three-year terms, and reviews appeals from county residents who disagree with the property tax assessment produced by the Maryland Department of Assessments and Taxation. Appeals include real property assessments and easement values, application of local tax credits, rejection of an application for a property exemption, use of special taxing areas under the Home Owners' Tax Credit Program, the Renters' Tax Credit Program, the Agricultural Land Preservation Easement Program, and other local tax matters assigned to the board for review.
To be eligible for consideration, candidates must be Howard County residents, may NOT be actively engaged in real estate sales or appraisals, and be able to attend the Board’s meetings, which are held three to four times a month from 9:00 a.m. to 3:00 p.m. at the Howard County District Court, 3451 Court House Drive in Ellicott City. Board members are paid $25 an hour.

The names of eligible applicants will be submitted to the County Executive for consideration, then to the Howard County Council and finally three nominations will be submitted to the Governor’s office from which a new member will be selected. In Maryland, local property tax assessment appeals boards were authorized in 1973 (Chapter 784, Acts of 1973). State administration of property tax assessment appeals boards began in 1976 (Chapter 657, Acts of 1976).
