The HoCo Works Apprenticeship System is a collaborative partnership between the Howard County Office of Workforce Development (HCOWD), Howard County Public School System (HCPSS), Howard Community College, and the Maryland Department of Labor, with support from IEC Chesapeake. Together, we help businesses expand apprenticeship programs and build a stronger, more skilled workforce through a unified, community-driven approach.

HCPSS Apprenticeship Maryland is a Career and Technical Education program designed for high school seniors ready to take the next step into their future careers. The program connects motivated students with local employers to provide paid on the job training alongside industry related classroom instruction. Students gain real world experience in high demand fields such as technology, healthcare, and the skilled trades, while employers build a pipeline of emerging talent and help shape the next generation's workforce. Together, this partnership creates a strong foundation for long-term career success.

One of the largest IEC chapters in the Mid-Atlantic, IEC Chesapeake provides registered electrical and telecommunications apprenticeship programs where apprentices earn while they learn through paid, hands-on training, classroom instruction, and industry mentorship, leading to nationally recognized credentials and career pathways.

Registered Apprenticeship: Employer FAQs
A Registered Apprenticeship (RA) is a proven workforce strategy that combines paid, on-the-job training with classroom or related instruction. Programs are industry-driven and registered with the U.S. Department of Labor or a state agency, ensuring quality, consistency, and nationally recognized credentials.
School-to-Apprenticeship connects students directly from high school or postsecondary education into a Registered Apprenticeship. It creates a smooth transition from education to employment while building a skilled local workforce.
A Pre-Apprenticeship prepares individuals for entry into a Registered Apprenticeship. It offers foundational skills, career exposure, and support services, but does not replace a Registered Apprenticeship.
Apprentice: Paid employee, structured training, wage progression, and earns a nationally recognized credential.
Intern: Short-term, often temporary experience with no standardized credential or long-term employment pathway.
Apprenticeships are designed by employers to meet real workforce needs. This ensures training aligns with current industry standards and produces job-ready talent.

Yes. Apprenticeships are an investment. Employers pay wages and support on-the-job training, related instruction, and mentoring.
Most employers see a return on investment within 9–12 months as apprentices become productive, skilled employees and long-term talent. Employers might be eligible for local and state incentives to offset hiring costs or support with the related instruction.
Apprenticeships improve retention by training employees for your specific needs and providing a clear path for career growth. As a result, 94% of apprentices remain employed after completing their program, helping employers keep loyal and skilled talent.
Apprentices earn a nationally recognized, industry-specific credential upon successful completion of the program. The employer serves as the program sponsor or a participating employer.
Yes. Eligible high school students can participate as youth apprentices—earning wages, gaining experience, and building career pathways while completing school. Students typically apply during their junior year and begin working in their senior year.
Absolutely. Apprenticeships can be used to upskill current employees, promote from within, and address skills gaps in your workforce.
