Public Notice for Hearing on Local Bills

The Howard County Delegation to the Maryland General Assembly will hold a public hearing to gather input from community members on local legislation proposed for the 2026 General Assembly session. The hearing will be held in the Banneker Room in the County's George Howard Building at 6:00 p.m. The hearing will be livestreamed and can be accessed on the Howard County Council's "Watch Us" website.

Proposed local bills for the 2026 session can be viewed on the Delegation's "2026 Proposed Local Legislation and Legislative Bond Initiatives" website. Signup for oral testimony is available via this online Google Form and will remain active until 5:45 p.m., December 16th. In-person signup will be available via QR code or the computer located outside the Banneker Room from 5:20 to 5:45 p.m. on the 16th. Participants will have up to three minutes to testify on one bill, or up to five minutes to testify on multiple bills. Please note, these times are subject to change depending on the number of participants. 

Speaking is not a requirement. If you would prefer to submit written testimony, email it to hoc1@mlis.state.md.us. It is best to submit written testimony by 5:00 p.m., Monday, December 15th so that delegation members are able to review it before the hearing. Written testimony can also be printed and physically brought to the hearing. Please provide 12 copies of any printed testimony.
