Reporting Incidents
To report an incident to Risk Management for investigation, fill out the Citizen Incident Report Form and send it, along with any other important information relative to the incident, to Risk Management at 3430 Court House Drive, Ellicott City, MD 21043. It can also be emailed to risk@howardcountymd.gov or faxed to (410) 313-6399
NOTE: The Citizen Incident Report Form is for use only when damage or injury involves Howard County property, vehicles, or is caused by Howard County employees. See the Frequently Asked Questions section below for more information regarding this form.

NOTE: The Citizen Incident Report Form is only for reporting damage or injury when it involves damage to you/your property resulting from Howard County property, vehicles, or employees. To report vandalism or other public acts of violence or damage, please visit the Howard County Police Department page to learn more about how to file an online police report.
It depends on the nature of the incident. A letter of explanation or the Citizen Incident Report Form with your signature is necessary.
If there is damage from the incident, it is good to include an estimate or invoice of the repair/replacement. Sometimes pictures are helpful to better explain the situation.

In general, we ask that you allow at least 2-4 weeks for the investigation. However, more complicated incidents can take more time for review and consideration. We appreciate your patience and will contact you as soon as we have reached a decision.
- Contact the Bureau of Highways to report the damage right away and before repairs are made. Do not wait until after the snow melts.
- Read the County's Snow Removal Claims Policy.
- If you would like to see about reimbursement for the damage, fill out the Citizen Incident Report Form and send it to the Risk Management Office. Your incident will be reviewed and you will be contacted once we have completed our review.
