The Resident Budget Hearing is an opportunity for Howard County residents to share their input on the county’s upcoming fiscal year operating and capital budget. During the hearing, residents can provide testimony on how public funds should be allocated, voicing their priorities and concerns on programs, services, and community needs. This forum allows residents to directly engage with county decision-makers, ensuring that local budgets reflect the values and priorities of the community. The hearing is part of the county’s ongoing commitment to transparency, public involvement, and fiscal responsibility.

How to Testify
Residents can sign up online to speak at the hearing by clicking the "Register" button in the sidebar. Each speaker must sign up individually, as one person cannot register for multiple testifiers. Testimony is limited to three minutes for individuals and five minutes for groups. Residents can also submit budget testimony online through the same link.
