The 2025-2029 Age-Friendly Howard County Action Plan is community-driven and reflects the community’s priorities to elevate the importance of collaboration. Together, we are a driving force to build a safer, healthier and more livable community.
The Action Plan is structured by three Key Pillars of Livability. Each pillar includes goals and action items that help shape the livability of Howard County today and for generations to come.

Key Pillars of Livability
- Health and Wellbeing – To promote healthy aging, resilience and opportunities for personal growth so residents of all ages can thrive physically, mentally, and socially. This pillar includes actions that strengthen resilience, longevity, and workforce development.
- Living and Mobility – To advocate for safe, accessible housing and transportation options that support independence, connection, and full participation in the community. This pillar prioritizes housing and transportation, community members' highest priorities.
- Community and Inclusion – To empower all residents to feel a sense of belonging, engage in civic participation, and seek accessible information. This pillar includes actions that support inclusion, dementia-friendly efforts, and age-friendly businesses.

Learn more about Age-Friendly Howard County
The Action Plan outlines more than 50 Action Items, or recommendations, to bring the County closer to being a more inclusive, accessible, safer, and healthier community for people of all ages. It uses the World Health Organization's 8 Domains of Livability as a guide to examine Howard County's infrastructure, services, communications, and ways of working together.
People of all ages are needed to help implement the Age-Friendly Action Plan.

Each year the Howard County Office on Aging and Independence leads Project Holiday, an initiative that delivers care packages to older residents who could use some extra cheer at the end of the year.
Volunteers of all ages, community organizations, businesses, crafters, service providers, and more rally around some of Howard County’s most experienced residents.
