ELLICOTT CITY, MD – A Howard County construction project to install a new Americans with Disabilities Act (ADA) compliant sidewalk and ramps along westbound Harriet Tubman Lane between the Department of Recreation & Parks’ Harriet Tubman Cultural Center and 8077 Harriet Tubman Lane in Columbia, has begun. The project also includes the installation of a striped crosswalk across Harriet Tubman Lane at Sanford Place and pedestrian signage, as well as construction of approximately 350 linear feet of new curb and gutter. In addition, the parking lot of the Cultural Center will also be upgraded to provide an ADA compliant walkway from the new sidewalk to the center’s entrance. Weather permitting, the project is expected to be completed by mid-November 2025.

In the last seven years, we have invested more than $65 million in multimodal transportation projects, allowing us to construct, expand, and improve our infrastructure to ensure a safer, healthier, and more inclusive community for all. Like our other sidewalk enhancements throughout the county, this project builds upon our best-in-the-nation Complete Streets Policy and impactful WalkHoward initiatives to improve neighborhood connections and provide our residents with safe, healthy, and enhanced transportation options.

Signs will be posted and flagging operations will be in place to direct traffic, as the westbound travel lane of Harriett Tubman Lane will be closed during construction hours, Monday through Friday, 9:00 a.m. to 4:00 p.m. between the Cultural Center and 8077 Harriet Tubman Lane.

While the County and its transportation partners work hard to maintain safe traffic mobility in work zones, drivers are reminded to stay alert and look for reduced speed limits, narrow driving lanes and highway workers. Please slow down and don’t follow too closely when traveling through a work zone. Remember, work zone safety is in your hands.
