ELLICOTTI CITY, MD – The Howard County Department of Public Works (DPW) Bureau of Environmental Services, in coordination with the Columbia Association, will hold a community outreach meeting on Tuesday, July 15th at 6:00 p.m. at Kahler Hall, to discuss a project to repair the storm drain outfall behind 5517 Mystic Court in Columbia.  

The proposed project includes the stabilization of approximately 125 feet of the storm drain outfall channel behind 5517 Mystic Court using wood and rock structures. Bio-engineered plantings will also be used to enhance the storm drain outfall area, reduce erosion, improve water quality, and protect the newly stabilized stream downstream of the storm drain outfall channel. The project is currently in the design phase, with construction expected to begin in the summer or fall of 2026.

While there will be no formal presentation, the meeting will include an overview of the design followed by an open discussion. County staff and the project’s design consultant, Biohabitats, will be on hand to answer any questions and gather public comments.
