ELLICOTT CITY, MD –Howard County announced today a construction project to replace the Hammond Branch bridge in the vicinity of 8801 Stephens Road in Laurel and improve two pumping stations in Ellicott City.

The bridge project (Capital Project J-4202) is scheduled to begin on or about Sunday, August 30. During the first week of the project, Stephens Road between Whiskey Bottom Road and Gorman Road will close to through traffic each day during construction hours between 7:00 a.m. and 4:00 p.m. The closure is expected to be lifted on Saturday, September 5 by 4 p.m. The closure will allow for water and sewer relocation.

During the closure, traffic will follow a clearly marked detour using Whiskey Bottom Road, US 1, and Gorman Road.

Following the utility relocations, Stephens Road will reopen to through traffic and the bridge replacement will begin. The existing single-span concrete bridge will be replaced with a wider, taller, and higher double-span bridge. Traffic shifts between the existing and new spans will allow Stephens Road to remain open throughout most of the construction. A recorded message at 410-313-3638 will carry the latest information including any planned, brief closures. Weather permitting, the project is expected to be completed by late November 2021.

Signs are posted at the bridge project site to advise motorists and pedestrians of the road closure and detour. Additionally, a recorded message at 410-313-3638 will carry project updates.

Other infrastructure projects scheduled to begin on or about Monday, August 31 include upgrading components of the existing Mount Hebron sewer pumping station at 9260 Furrow Avenue in Ellicott City (Capital Project S-6600) and the Patapsco Park sewer pumping station at 2041 Eliza Dorsey Lane in Ellicott City (Capital Project S-6600). Improvements will include replacement of pumps, valves, piping, electrical distribution, generators, instrumentation, and controls and various building upgrades. Weather permitting, these projects are expected to be completed by mid-February 2021.

While these pumping station projects are not expected to impact the flow of traffic, signs will be posted near the work site to advise motorists and pedestrians of the construction.

For questions or concerns about any of these infrastructure projects, contact Lisa Brightwell, Public Works Customer Service, at 410-313-3440 or email [email protected].
