The Bureau of Access to Health facilitates enrollment into quality healthcare by: processing insurance applications for low income children under age 19 through the Maryland Children’s Health Program (MCHP); assisting clients with applying for health insurance and providing services to help clients navigate the Medicaid system in the Administrative Coordination Care Unit (ACCU); and scheduling transportation for Medicaid recipients to receive necessary medical treatment with the Medical Assistance Transportation Program.

ACCU's mission is to assist clients in the utilization of the HealthChoice Program (Maryland Medical Assistance Managed Care Organization). The program ensures clients remain in care and have access to needed health care services, local resources and programs.

The Ombudsman Program provides mediation between an MCO, MCO provider and the enrollee, in an attempt to resolve disputes regarding coordination of care. Assistance is provided on behalf of the enrollee until a resolution is reached.

The Medical Assistance Transportation Program (MATP) provides transportation services for clients who need medical care and have no transportation. To learn more about eligibility and how to schedule a ride, visit the Transportation Program Page here.
Howard County Health Department determines eligibility for MCHP. The MCHP program provides full health care coverage to pregnant women and children up to 19 years of age. Covered services include in-patient hospital care, doctor visits, lab tests, dental care, eye care, medicines and immunizations.
