Continuum of Care (CoC) Board

The Coalition Board is to act as a governing body on behalf Howard County’s

Continuum of Care. The CoC Board seeks to promote community-wide goals to end homelessness.

Responsibilities of the Board:

• Follow the written process for Board Member selection as adopted and updated by the Coalition;

• Follow the Governance Charter as annually adopted and updated by the Coalition;

• Appoint committees, subcommittees, or work groups to carry out the work of the CoC;

• Review and approve initiatives developed by the CoC;

• Develop and review performance targets for the system, for sub-populations and program type;

• Promote partnerships with private organizations, businesses, the philanthropic community, and any public agency to improve the CoC in coordination with the CoC’s plan to end homelessness;

• Receive reports from the Coalition Committees; and

• Recommend to the County Executive or County Council any improvements to the CoC, including process changes and resources needed to reduce homelessness.

Purpose & Activities

  • Promote community-wide goals to end homelessness; 
  • Provide funding to quickly rehouse homeless persons; 
  • Promote access to mainstream resources; and 
  • Improve self-sufficiency among people experiencing homelessness.

The Path Toward Zero and The 2022 Progress Report

Howard County Executive Calvin Ball today announced the release of the County’s The Path Toward Zero: Howard County’s Strategic Plan to End Homelessness 2025-2030. Developed in partnership between the County’s Department of Housing and Community Development (DHCD) and Coalition to End Homelessness, this strategic plan outlines the major goals and interventions to achieve “functional zero” over the next five years, and to ensure a comprehensive system of homeless services to resolve homelessness in Howard County. Functional zero is achieved when the number of people experiencing homelessness is consistently below the community's capacity to house them so that homelessness becomes a rare, short-term crisis with rapid return to stable housing.
