The Capitoline Center opened on March 9, 2026. The Center is in the former Historic Ellicott City Courthouse building. While the interior has been remodeled, the exterior remains the same architectural treasure, a beautiful 1843 Classical Revival style inspired by ancient Greece. The building is located on a steep hill once known as Capitoline Hill.
The Capitoline Center’s mission is to foster the arts and culture of Howard County by providing a space for community engagement and cultural expression. The center serves as a hub for tourism, economic support, and community gathering, while celebrating the diverse heritage of Ellicott City.
Rules of Conduct: The applicant agrees to follow and enforce the following rules of conduct for all participants; assumes responsibility for damage to property, and supervise and control all participants during the use of the facility.
- There must be a responsible adult present at all times.
- Smoking is prohibited in the building and on park property.
- Soliciting or loitering is prohibited.
- Interference with employee and volunteer duties is prohibited by law.
- Inappropriate or indecent conduct, harassment, and/or language is strictly prohibited.
- Use of illegal drugs and weapons is strictly prohibited by law.
- Parking in unauthorized areas and driving or parking on field areas is prohibited.
- Defacing property (indoors or outdoors) is prohibited.
- Any other conduct that may jeopardize the safety of others is prohibited.
- Full compliance with the Rules and Regulations for Howard County Parks is required.
- All furnishings must be returned to their original arrangement at the conclusion of all events.
- Sale of alcoholic beverages is prohibited unless a one-day liquor permit is obtained and provided before date of use. Alcohol must remain in your rented spaces.

Inclement Weather Policy:
In the event of inclement weather, the center will adhere to the following policy:
- If Howard County schools experience a one-hour delay, the Center will strive to open at 9:30 a.m.
- If Howard County schools experience a two-hour delay, the Center will strive to open at 10:30 a.m.
- If Howard County schools are closed, the Center will strive to open at 11 a.m.

Winter Weather: If Howard County schools are closed due to inclement weather, every attempt will be made to open the center by 11 a.m. If a Snow Emergency is in effect, the Center will be closed. Once the Snow Emergency has been lifted, the center will strive to open as soon as possible. Please call the inclement weather number listed above to confirm the center's status when schools are closed.
