Commission on Disabilities
The Howard County Commission on Disabilities was established by statute in 1988 to:
- Increase public awareness of disability-related issues,
- Serve in an advisory capacity on County Government programs, policies, and budget, and
- Assist County Government to ensure compliance with the requirements of Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990.
The commission’s mission is facilitated through the efforts of its members and its subcommittees.

The report by the Howard County Commission on Disabilities examines Howard County’s ability to provide services to the County’s residents with disabilities in the areas of Education, Peer Relationships, Employment, Transportation and Housing. The goals of the nearly year-long study were to identify unmet needs of persons with disabilities and their support networks in those areas and to provide a range of recommendations to address those needs.
