Howard County announces latest Purchasing accreditation by NIGP

ELLICOTT CITY, MD – Howard County Executive Allan H. Kittleman announced today that Howard County has been reaccredited for the National Institute of Governmental Purchasing (NIGP) Outstanding Agency Accreditation Award – OA4. The Office of Purchasing has maintained this noteworthy status since 2006 for its high level of professionalism and quality procurement standards and is one of 136 governments with this designation among the 2,600 member agencies in the U.S. and Canada.

“Our local government only runs smoothly when agencies have the supplies, goods and resources to help serve our residents,” said Kittleman. “The Office of Purchasing remains committed to procurement processes that are efficient and accessible for those who want to do business with Howard County. The devotion and professionalism of the staff allow us to make smart and responsible purchasing decisions and offer the highest value and best results for our residents’ tax dollars.”

The Office of Purchasing oversees procurement of all goods and services required by Howard County Government. The office further directs the procurement of professional services and construction for capital projects, as well as the use of County-issued purchasing cards, the Equal Business Opportunity Program, living wage requirements and environmentally preferred products.

“This award is the result of a rigorous self-evaluation that included 132 questions and required substantial documentation and demonstration of best practices,” said County Purchasing Administrator Darla Herbold. “Achieving this accreditation demonstrates that we conduct operations at the highest level in regard to technology, strategic planning, policies and procedures and professional development. I credit the capable staff in this office, who deserve the honor for making us a success.”

NIGP is an international, mot-for-profit educational and technical organization of Public Purchasing agencies. The OA4 Award formally recognizes agencies that lead the public procurement profession by demonstrating a body of standards for solid purchasing operations.
