Kittleman Appoints Spending Affordability Advisory Committee

ELLICOTT CITY, MD – Howard County Executive Allan Kittleman today announced appointment of a Spending Affordability Advisory Committee to provide recommendations regarding revenues and expenditures for county government over the next five years.

Citing his determination to maintain Howard County’s fiscal integrity despite difficult economic conditions, and his desire for guidance from county business and civic leaders, Kittleman named 22 members to the committee. Each member of the County Council was invited to nominate one committee member. The Chair will be Steve Sachs, a respected business executive. Others on the panel are named below.

Also serving as advisors to the Committee are five current leaders of the Howard County Government, including the Director of the Department of Finance and the County Auditor.

County Executive Kittleman said, “The work of this committee will be critical to ensuring that we build on our excellent quality of life while making sustainable budget decisions. We have tough choices ahead, especially as we work to close a current year budget gap and plan for a projected revenue shortfall in Fiscal Year 2016.”

In issuing an Executive Order establishing the Spending Affordability Committee, Kittleman directed that they “review in detail the status and projections of revenues and expenditures” for the coming fiscal year 2016, and for years 2017-2020 as well. The county should not “overburden itself with debt,” and should “maintain its current excellent bond rating,” Kittleman said. “The level of county spending (should be) consistent with the economic growth of the county,” the order states.

The Committee is directed to prepare and present a report by March 1, 2015.

Committee Chair Steve Sachs said, “I am pleased that we have been able to put together a Committee with such an array of talent, skills, and diversity. I expect that we will have some very good and candid discussions from which constructive ideas will develop. Our task is not to tell the County Executive what to do, but to provide input and suggestions as to both a structure and range for approaching both borrowing (capital projects) and spending with a look to the long term impact of both.”
