In Memoriam: Tom Carbo

The Howard County Housing Commission mourns the loss of Thomas P. Carbo, the Executive Director of the Howard County Housing Commission who died on November 25, 2016. 

Tom was a visionary and believed in developing affordable housing that served the needs of all residents of the county regardless of income. He accepted appointment to the Deputy Housing Director position in 2006, and Executive Director in 2012.  With enthusiasm, resolve and determination, Tom guided the Housing Commission members through the struggles, trials and tribulations of analyzing housing opportunities that resulted in quality housing developments equal to market construction.  With the reduction in federal government housing funding over the years, Monarch Mills and Burgess Mills, both mixed income complexes and model communities, replaced aging subsidized housing projects under his leadership. 

A strong collaborator, Tom worked to solve housing challenges by forging partnerships to provide all types of housing opportunities for the residents of Howard County.  Most recently, he was among the key architects of the affordable housing plan for downtown Columbia, which was passed by the Howard County Council only days prior to his death. 

Housing Commission board members, present and past, appreciated his cheerfulness and positive demeanor while leading us through some very complicated housing issues.   

To so very many, Tom was more than a colleague, he was a dear friend.  At the Howard County Housing Commission, we will honor his legacy by continuing to build a better Howard County for everyone.
