Howard County Board of Health

The Board of Health meets monthly (with the exception of July, August and December). The Board has general responsibility for the health and sanitary interests of the people of the County and works in accord with the County Council to ensure the health and safety of those in Howard County.

The Board of Health consists of 11 members appointed to five-year terms by the County Executive with County Council consent (Code 1957, Art. 25A, sec. 5(y); Code Health-General Article, secs. 3-101 through 3-202; County Code, sec. 12-101)

Board Workings:

  1. All members must be residents of Howard County, 18 years of age or older
  2. One member must be a professional in the area of Environmental Health
  3. Three members should be health professionals and one of the health professionals may be a veterinarian.
  4. The seven remaining members will represent the general public and will meet one of the following qualifications provided that not more than three meet the same qualification:
    1. at least two may not have professional or administrative training in the health occupations; 
    2. at least two may have had professional or administrative training in the health occupations, but have not worked as a health professional in the past five years; 
    3. at least one shall have professional experience in mental health; and 
    4. at least one shall have professional experience in substance use disorders.

Local Behavioral Health Advisory (LBHA) Board is looking for members.

Howard County Executive Calvin Ball is seeking consumer, family member and at-large applicants interested in serving on the Howard County Local Behavioral Health Advisory Board. The deadline to apply is Friday, August 9, 2019.

To be eligible for consideration, candidates must be Howard County residents, 18 years of age or older, have an interest in behavioral health and be able to attend the Board’s meetings, held the second Tuesday of each month at 5:00 p.m. in the administrative offices of the Howard County Health Department, located at 8930 Stanford Boulevard in Columbia. Applicants should send a resume and brief letter explaining why they want to serve on the Board to Kimberly Pruim either by email to kpruim@howardcountymd.gov or by mail to: Howard County Government, Office of the County Executive, Attn: Kimberly Pruim, 3430 Court House Drive, Ellicott City, MD 21043. The names of eligible applicants will be submitted to the County Executive for approval and then to the County Council for confirmation. 

Local Behavioral Health Advisory (LBHA) Board

A new behavioral health board named the Howard County Local Behavioral Health Advisory (HCLBHA) Board was formed July 1, 2018. 

The Board meets monthly (with the exception of July). The Board's mission is to advise the County Health Officer and the County Executive of their responsibility to plan, manage and monitor Behavioral Health programs and services for Howard County Residents.  

 The HCLBHA Board will include a total of 28 members: 18 are appointed members for five-year terms.  The Board consists of: 7 Consumers, 7 Family Members, 2 Professional/Provider/Advocates, 2 At Large, and 10 will be Ex-Officio members representing DSS, Public Defender’s Office, DCRS, State Attorney’s Office, Detention Center, Police Department, Circuit Court, DJS, Parole and Probation, and HCPSS.  The importance of consumer/family member representation was a key focus in the development of the new board.   Members and Ex-Officio members, all of whom have voting rights.
