Bureau of Access to Healthcare

The Bureau of Access to Health facilitates enrollment into quality healthcare by: processing insurance applications for low income children under age 19 through the Maryland Children’s Health Program (MCHP); assisting clients with applying for health insurance and providing services to help clients navigate the Medicaid system in the Administrative Coordination Care Unit (ACCU);  and scheduling transportation for Medicaid recipients to receive necessary medical treatment with the Medical Assistance Transportation Program.

Open Enrollment for Healthcare

The open enrollment period for 2019 coverage is November 1 to December 15, 2018. (However, if you're eligible for Medicaid, you can enroll year-round.)

The hours at the Health Department are (excluding State holidays)
Monday - 8am to 4pm  
Tuesday - 8am to 4pm
Wednesday - 8am to 6pm
Thursday - 8am to 4pm
Friday - 8am to 4pm

What You Need to Bring:

  • Username and password for Maryland Health Connection (Visit marylandhealthconnection.gov to create an account.)
  • Photo ID
  • Social Security Numbers
  • Dates of Birth
  • Proof of citizenship or immigrant status
  • Income Verification (tax return and two pay stubs)
  • Current health coverage information
  • Information about any employer coverage available to your family
Administrative Care Coordination Unit (ACCU)/Ombudsman Program

ACCU's mission is to assist clients in the utilization of the HealthChoice Program (Maryland Medical Assistance Managed Care Organization).  The program ensures clients remain in care and have access to needed health care services, local resources and programs.

The Ombudsman Program provides mediation between an MCO, MCO provider and the enrollee, in an attempt to resolve disputes regarding coordination of care.  Assistance is provided on behalf of the enrollee until a resolution is reached.

Medical Assistance Transportation Program (MATP)

Maryland Children's Health Program (MCHP)

Howard County Health Department determines eligibility for MCHP.  The MCHP program provides full health care coverage to pregnant women and children up to 19 years of age. Covered services include in-patient hospital care, doctor visits, lab tests, dental care, eye care, medicines and immunizations.
