Bureau of Access to Health
The Bureau of Access to Health facilitates enrollment into quality healthcare by: processing insurance applications for low income children under age 19 through the Maryland Children’s Health Program (MCHP); assisting clients with applying for health insurance and providing services to help clients navigate the Medicaid system in the Administrative Coordination Care Unit (ACCU);  and scheduling transportation for Medicaid recipients to receive necessary medical treatment with the Medical Assistance Transportation Program.

Mission, Vision, and Guiding Principles

Mission

To assist client’s in the utilization of the HealthChoice Program.

Vision

All individuals who are enrolled in, or who are eligible for, Medical Assistance programs have access to, and education regarding utilization of, health care services.

Guiding Principles: 

  • The Administrative Care Coordination Unit (ACCU) is a local single point of entry for questions and referrals related to the HealthChoice program (HealthChoice).  
  • The ACCU is responsible for providing effective, targeted outreach and education in the community.
  • Client complaints are answered fairly and timely through advocacy, mediation and dispute resolution.
  • The ACCU is the link between client, provider, and MCO.

Medical Assistance Transportation Program (MATP)

The Medical Assistance Transportation Program (MATP) provides transportation services for clients who need medical care and have no transportation.  To learn more about eligibility and how to schedule a ride, visit the Transportation Program Page here.

Maryland Children's Health Program (MCHP)
This program provides full health care coverage to pregnant women and children up to 19 years of age. Covered services include in-patient hospital care, doctor visits, lab tests, dental care, eye care, medicines and immunizations.
