The Board is comprised of seven members. All members must be residents of Howard County and reflect a cross-section of consumer and business interests. Among the seven members, there must be at least two members who represent a consumer interest group, two members who represent a business interest group, and at least one member who represents an economically disadvantaged group. Advisory Board members are appointed by the County Executive, confirmed by the County Council and serve overlapping 5 year terms. Board members who have served eight or more consecutive years when their terms expire, are not eligible for immediate reappointment to the Board.
