Howard County residents may contact one of the participating providers to apply for assistance to pay past due rent and utility bills. Maximum assistance per household may be up to 18 months of rent and utility expenses. Residents that previously received assistance are eligible to apply for additional assistance.

If your household is unable to make rent and utility payments, you can apply for assistance using your mobile device at www.howardcounty.prefixhealth.com or the QR code.  If you are unsure if you or your household qualify for assistance, please call one of the partner agencies listed on the flyer.  

Household income limits for rental and mortgage assistance programs vary.

Howard County residents may contact one of the participating providers below to complete an application for assistance to pay past due utility bills and rent payments to prevent eviction. Maximum assistance per household is 18 months of rent and utility expenses. Residents that previously received rental assistance are eligible to apply for additional assistance. If you received assistance this year, please return to the same provider

Prioritization of assistance will be given to households with incomes that are at or below 50% of the HUD Baltimore area median income or to households with individuals that have not been employed for the 90-day period preceding the application.

Preliminary application criteria:

  1. Applicant must be a Howard County resident and provide proof of home address.
  2. Applicant must provide evidence of COVID related loss of income due to job loss, reduction in hours, medical illness or hardship during the time period of March 2020 to September 2021.  Self-attestation of loss of income is permitted.

Maximum household income limits up to 80% of HUD area median income.
