FY15 FEE CHANGES
The public school surcharge will increase to $1.25 on July 1, 2014 and the building excise tax will increase to $0.59 or $1.15 dependent on the nature of new construction. For further fee information, please go to Forms and Fees.
NEW PROCEDURE FOR ISSUED TRADE PERMITS & ANIMAL LICENSE RENEWALS
Effective immediately, paper copies of all electrical, plumbing and mechanical permits will no longer be mailed when issued. You will receive an email from our online permitting system to notify you that the permit has been issued, and a PDF copy of the permit will be attached. Similarly, if you renew your animal license online and we have a valid email address for you on file, your license account summary will be emailed rather than sent via regular mail. If you have any questions, please contact the Permits Office at (410) 313-2455 and select option #4.
NOTICE OF WALK THROUGH SCHEDULE CHANGE
The Department of Inspections, Licenses and Permits will resume offering walk through permit processing on Wednesday and Thursday afternoons starting March 12, 2014. Please note, walk through permit processing is available for miscellaneous residential building permits only.
NEW PROCEDURE FOR HVAC FINAL INSPECTION EFFECTIVE NOVEMBER 1, 2013
As of November 1st builders will be required to attach all the required Energy Certifications to the associated building permit prior to the final . Hard copies of the certifications and e-mails containing the certifications as an attachment will no longer be accepted. Builders will need to register with the Permits Office 410-313-2455 to obtain a login and passwords which will enable them to access the County's online citizens access program known as ACA and upload the required information. DOG AND CAT NEW AND RENEWAL LICENSING NOW AVAILABLE ON LINE.
Pet owners can log on to www.myHoward.info to create a user account. Once an account has been established residents can request a new license or renew an expiring one. The online service allows users to upload supporting documents including a required current rabies vaccine certification and proof of spaying or neutering to received discounted licensing rates.
The Department of Inspections, Licenses and Permits is dedicated to assuring that buildings are built in such a way that they are safe and functional. To do this we apply construction standards that are adopted by the County Council in the form of construction codes.
The department also issues licenses for a variety of purposes. These include rental housing, taxi operators, electricians, dogs, cats, etc. In the case of licensing, the County Council has passed regulations that guide the department in determining the qualification of a person or place to be licensed.
Simply put, our Mission is to provide the best and most efficient service to our permit and construction customers while assuring that the users of buildings will have good cause to feel confident of their safety and health. We also want to assure ourselves, and the public that licensees are well qualified for the task for which they are licensed and fully capable of performing to a high standard.
The department works closely with other County and State agencies.
