Main Street Residential Parking Permit 

Parking meters are in effect on Main Street in Ellicott City as of February 4, 2013. To accommodate the needs of residents of Historic Ellicott City, Howard County launched a Main Street Residential Parking Permit program at the same time. The permit ensures owner-occupied residential properties and registered residential rentals in Historic Ellicott City will continue to have ready access to parking.

Information about how this no-cost program will work: 

Q: Who can get a Main Street Residential Parking Permit?
A
: Residents of owner-occupied properties and tenants living in rental properties from 8000 Main Street to 8380 Main Street may receive a permit.

Q: What does the permit allow me to do?
A:
 

  • A vehicle displaying the permit may park at NO COST at any metered space in an Ellicott City surface parking lot (meters are in lots B,C,E and portions of D) at any time.
  • The permit allows vehicles to park at metered spaces on Main Street at NO COST between the hours of 5 p.m. and 10 a.m. on any day of the week.
  • At other times on Main Street, rates and time limits are in effect, regardless of the permit.  

Q: How much does the permit cost?
A
: There is no cost to receive a parking permit.  

Q: Can I get a permit for visitors?
A
: No. Permits are limited to one vehicle per person. 

Q: How do I get a permit?
A
: A letter which included an application for the permit was mailed to eligible residents. You can also download an application form from this website. Completed applications can be mailed or delivered in person to the Howard County Department of Inspections, Licensing and Permits, 3430 Court House Drive, Ellicott City, MD 21043. Once the application is verified, residents will be issued a sticker that must be affixed to the front windshield of the vehicle. 

Q: When does the Main Street Residential Parking Pass program begin?
A:
The Main Street Residential Parking Permit program begins Monday, February 4, 2013. Permits are good for one calendar year, and must be renewed annually.

Q: What happens if I give my permit to another user?
A:
The County reserves the right to suspend or revoke the permit under authority of Section 21.207 of the County Code if it is misused. The Howard County Finance Department will provide enforcement.

Q: Can I use the temporary loading zones on Main Street?
A
: Residents, businesses and delivery companies can continue to access any of three 30-minute loading zones on Main Street that are located on each block.

Q: What are the parking rates in Historic Ellicott City?
A
: The parking rates in Historic Ellicott City are as follows:

  • $1 per hour to park on Main Street & Maryland Avenue;
  •  $0.50 per hour to park in Lots B, C, E & the metered section of D; &
  • Lots A, F & the unmetered portion of D are free.

Residents are also encouraged to download the Parker™ App to locate available parking spaces in Historic Ellicott City. The app directs motorists to available parking and indicates if it is metered parking or one of 350 year-round free public surface parking lots. It is available at Google Play or the iTunes Store.
