Howard County’s Housing is made up of two separate entities, the Department of Housing and Community Development, a principal department of Howard County Government, and the Howard County Housing Commission, a public housing authority and instrumentality of the State of Maryland. Although the two entities share the same director and staff, they have distinct powers and responsibilities. Nonetheless, they operate in tandem and share the same mission – to provide safe, quality, affordable and sustainable housing opportunities for low- and moderate-income families who live or work in Howard County and to assist them in moving toward economic independence. In all of our programs, the principles of housing integration, superior design, sustainability, universal design, long-term viability and economic self-sufficiency must always guide and inform our efforts.
