Mission Statement: To provide an opportunity for the youth of Howard County to improve their academic performance and participate in enrichment activities through quality, planned after school programs, summer programs, and general recreational activities.

Programs

Both Youth and After School programs offer programs for youth in elementary and middle schools at certain grant-funded sites in Howard County. The After School Programs provide opportunities for students to complete homework and study exercises with teachers, as well as participation in sports, crafts, drama, and dance. The Youth Programs section also operates the following summer camps: Camp Reach Out, Teen ‘Scapes, and Adventures R’ Us.

Although some programs have open enrollment, the majority of the programs are targeted for students who are below grade level and in need of one-on-one assistance from school faculty. If you believe your child is eligible, please send e-mail to Elise Mellinger or call 410-313-4625.

After School Program Locations and Information

After school programs are available for students having difficulty with their school work and/ or behavior. These sites operate programs that are funded by grants via the Local Children’s Board and 21st Century Learning Centers. A typical program includes homework help, snack, and enrichment activities. Programs vary in length, days, activities, and eligibility so please contact the below Program Coordinators for more information.

Voices for Change

Voices for Change LogoVoices for Change is a diverse group of youth and adults who empower youth to create positive change in Howard County. The Youth Summit Planning Team includes adult representatives from sponsoring organizations and at least one student from each Howard County high school. The goal of Voices for Change is to hear youth and empower young people in Howard County by working with them to take action to improve these issues.

Youth SummitVoices for Change meets 1-2 times a month for a dinner meeting at Howard County Recreation and Parks. The group has presented ideas and recommendations to the Board of Education, the Local Children's Board, and county council members.
