Police Officer of the Month

October 2006

Chief of Police William J. McMahon selected Police Officer Malcolm Draper as Police Officer of the Month for October, 2006.

During the month, Draper performed in an exceptional manner. He was involved in a variety of traffic and criminal cases where he utilized his experience and commitment to policing, which resulted in several case closures. He made 12 arrests in 12 days of work, handled 70 calls for service, six of which were insights. He wrote 54 pieces of traffic and one FIR. Draper was also a field training officer for part of the month.

Draper works the Oakland Mills area of the county, and has been named “Top Cop” for his squad several times throughout the year.

The following are just a few examples of the excellent work he did in the month of October.

While conducting area checks in Oakland Mills, Draper and his recruit observed a suspicious vehicle parked on Old Montgomery Rd. Draper approached the vehicle and smelled the odor of burning marijuana. The three suspects were detained, and a search of the vehicle resulted in the recovery of marijuana and drug paraphernalia. All three suspects were arrested and charged accordingly.

Draper responded to a residence in Oakland Mills for a burglary, where four juvenile suspects had forced their way into a home. He was able to get a positive identification of the suspects from the victim by utilizing a high school yearbook. He interviewed the suspects and obtained confessions to the crime. All four suspects were arrested and charged accordingly.

Draper responded for a report of fraud, where the victim’s checking account number had been compromised. The victim advised him that a large amount of checks had been written using her account number.

Draper conducted an extensive investigation; he obtained copies of the cashed checks from businesses and the victim’s bank, identified the suspect, and conducted a wage check to locate the suspect’s current address.

Draper obtained an arrest warrant for the suspect.

Draper’s supervisor, Sgt Michelle Denton, wrote the following about him, “PFC Draper is consistently a hard working officer who is always enthusiastic and supportive of the department’s traffic goals and objectives. PFC Draper was an FTO for part of the month and was an excellent role model for his recruit…I nominate him with great pride.”
