Police Officer of the Month

August 2004

PFC Mark Richmond has been selected as Police Officer of the Month for August 2004.

PFC Richmond is quick to volunteer to assist other officers and his supervisor with any task. He serves as a role model for the younger officers on his squad and the youth of the community. He consistently helps present the police department in a positive light to the citizens of Howard County.

PFC Richmond’s dedication to the department’s philosophy of community-oriented policing is noteworthy. In one POP project at the Snowden Square Shopping Center involving students from Lincoln Tech and littering, PFC Richmond was able to get the owners of the shopping center and administration contacts at Lincoln Tech to work together to solve the problem. Utilizing these contacts was also valuable in assisting the Traffic Unit to quickly identify a driver involved in a fatal collision that occurred in the area.

After observing a pattern of shoplifting from the Home Depot on Snowden River Parkway on Saturday mornings, PFC Richmond coordinated a surveillance operation with the assistance of his squad members resulting in several arrests.

Also during the month, PFC Richmond investigated a shoplifting that occurred at the Marshalls store on Dobbin Road. During the course of an interview, PFC Richmond was able to gather evidence of shoplifting at another Marshalls in Glen Burnie, leading to the recovery of over $100 in merchandise taken in that theft.

PFC Richmond also assisted with gathering possible suspect information following a rape case in the Stevens Forest area, and has been working tirelessly in the Carved Stone area in response to an HBI investigation involving the destruction of property.

PFC Richmond is quick to volunteer to assist other officers with any task, serves as a role model and displays a great compassion for the people he serves. He is truly deserving of this recognition.
