Ulman Names County’s New Director of Human Resources

ELLICOTT CITY-- Howard County Executive Ken Ulman announced today that he has chosen L. Todd Allen as the County’s new Director of Human Resources. Mr. Allen will fill the position held by Nan Shull who retired at the end of this past February after 32 years with the County. Most recently, Allen has served as Director of Human Resources for Howard Community College; he will spend the next six weeks ensuring a smooth transition occurs at the Community College before joining the Ulman Administration on May 12.

Allen has over 20 years of experience as a human resource leader, consultant and trainer in both the public and private sectors. For almost 16 years, he has been teaching human resource related courses at the University of Maryland, Baltimore County, Anne Arundel Community College and Howard Community College.

"I think Todd's many years of experience in both the public and private sector has provided him unique insight into what works well for all types of employees,” said County Executive Ulman. "I think our employees will find him to be a creative, pro-active, solutions-oriented Administrator."

"I am looking forward to joining the Howard County Government workforce and am excited to further contribute to the community in which I live and work,” said Allen.

Allen obtained his Bachelors of Arts from the University of Maryland, Baltimore County, double majoring in Psychology and Economics, and he holds a Masters of Science in Human Resource Management from the University of Maryland. He has also completed a Morgan State University Doctoral Fellows Program in Community College Leadership. He is a certified senior professional in human resource management from the Society for Human Resource Management, a certified employee benefits specialist from the Wharton School of Business and the International Foundation of Employee Benefits Plan and a certified Maryland State Retirement and Pension System Coordinator.

He served two terms as president of the Greater Baltimore Washington College and University Professional Association for Human Resources (CUPA-HR) chapter, and two terms as president of the Howard County Human Resource Society, and he remains active with both organizations at the national and local levels. Allen was a graduate of Leadership Howard County Class of 2006 and is a current volunteer with their new “Leadership Essentials” program.

In 2004, Allen was the recipient of the national CUPA Conference SunGard SCT Technology award and donated the award toward the creation of scholarships for students at Howard Community College
