Ulman Names Kavanagh Director of Corrections

ELLICOTT CITY-- Howard County Executive Ken Ulman today announced that he has appointed Jack Kavanagh Director of the Department of Corrections effective immediately. In January, Ulman appointed Kavanagh Acting Director to replace Melanie C. Pereira who had served as Director of Corrections for 10 years.

Kavanagh previously served as Deputy Director of Corrections for five years. In that capacity Kavanagh was responsible for administrative oversight of security operations, staff training, emergency preparedness and compliance with all mandated correctional standards.

“When I interviewed Jack months ago, I felt he was the right person for this job, but we both wanted to make sure this situation was a good fit for all of us,” said Executive Ulman. “As I thought would be the case, Director Kavanagh has proved up to the challenge and then some.”

Kavanagh holds a Bachelor of Science degree in Criminal Justice from the University of Baltimore. He holds certifications from the U.S. Department of Justice National Institute of Corrections Executives and the American Correctional Association. Kavanagh has worked in the corrections field for nearly 30 years – 24 of those years for the Maryland Department of Corrections. Before coming to Howard County, he was the Deputy Commissioner for the Division of Corrections Headquarters in Baltimore.

He is a member of the American Correctional Association, the Maryland Correctional Administrators Association, and the Maryland Criminal Justice Association.

Kavanagh and his wife Eileen have three children.
