What is MCHP?

A health insurance program that offers full benefits to working families with low to average income. Maryland Children's Health Program (MCHP) gives full health benefits to children up to age 19 and pregnant women of any age. Medical services are provided through the HealthChoice Program. HealthChoice is made up of private Managed Care Organizations (MCOs) located throughout the State of Maryland.

  • Assisting with enrollment
  • Answering questions
  • Understanding Managed Care Organization (MCO's)
  • Accessing other Health Department Programs (WIC, Healthy Start, Family OPTIONS, Childbirth Classes)

What is covered?

Children up to the age of 19

  • Sick and well visits to doctor
  • Hospitalization
  • Dental Care
  • Immunizations (shots)
  • Prescriptions
  • Vision Care
  • Transportation
  • Mental Health Services
  • Drug & Alcohol Services

Pregnant Women

  • Prenatal and postpartum visits
  • Lab Tests
  • Prescriptions including prenatal vitamins
  • Doctor and hospital delivery fees
  • Healthy Start home visits
  • Vision and Dental Services
  • Mental Health Services
  • Drug and Alcohol Services
  • Transportation

Who is eligible?

  • Must be a Maryland resident
  • Children (newborns up to age 19)
  • Pregnant women (any age)

If your income is slightly over, please apply because some deductions may be considered.

How do you apply?

To apply for the Maryland Children's Health Program (MCHP):

  • Pick up or call for an application at the Howard County Health Department at 410-313-7500 or 410-880-5888 or toll free at 1-866-313-6300.
  • Applications may be filed for current month or retro-active (not more than three months before application) eligibility.
  • Pregnant women must provide their due date. Those found eligible for this program will have to choose an MCO (Managed Care Organization) and will receive an enrollment packet in the mail.
