Storm-Related Updates and Extensions:

  • Howard County 50+ centers will open at 10:30 a.m. on Friday, January 29 for drop-in participants (no meals or transportation). Transportation to the Ellicott City Senior Center Plus and North Laurel Senior Center Plus programs will be provided on Friday, but the Glenwood Senior Center Plus program will remain closed.
  • All FY17 CSP applications are now due by 4 p.m. on February 1, 2016.
  • The Hire Powers Awards nomination deadline has been extended to February 18, 2016.
  • The 2016 Children on Board: Preschool and Child Care Information Fair has been rescheduled for Saturday, February 13 from 1 to 4 p.m. at Ten Oaks Ballroom.

As the County’s human service agency, the Department of Citizen Services touches the lives of children and youth, their parents, people with a disability, consumers who have complaints about a business, individuals in crisis, and older adults – not to mention the child care and assisted living providers who receive training, the organizations seeking information to comply with the Americans with Disabilities Act, and many others.  

Our mission is to ensure that Howard County residents have the resources they need to grow, thrive, and live with dignity.

The Department of Citizen Services is comprised of the Office of Children’s Services, Office of Consumer Affairs, and the Office on Aging. Other components of the Department include:  Disabilities Services, the Community Service Partnerships program (which provides County funding to non-profit human services agencies), and Homeless Services.
