Local Health Improvement Coalition (LHIC)



In 2011, Maryland launched the State Health Improvement Process (SHIP).  This initiative is implemented at the local level through Local Health Improvement Coalitions (LHICs).  The purpose of the LHIC is to improve the health of all residents with particular attention to health disparities.

 Howard County's Local Health Improvement Coalition (LHIC) is made up of more than 50 members from morethan 30 organizations and community groups.  The LHIC aims to improve the health equity in Howard County through a transparent and inclusive process of illumininating local health disparities, engaging stakeholders and implementing the 2012-2014 Local Health Improvement Action Plan.

Both start-up funding and implementation funding was available to local health departments for LHIP. The Howard County Health Department was one of the local health departments deemed eligible for start-up funds from the Maryland Hospital Association (MHA) to provide the needed infrastructure to establish the LHIC. Specifically, the Howard County Health Department received $50,000 in start-up funds from Howard County General Hospital via the MHA.

The remaining fifty percent of LHIP start-up expenses derive from salary costs for HCHD staff designated by the Health Officer to direct the LHIC operations and other required activities, as well as a one-time contract with an external consultant who was responsible for the planning and facilitation of LHIC meetings and working closely with the LHIC membership (or designated committees within the LHIC) on the development of the Action Plan. Fifty percent of the budget, or $25,000, represented a one-time contribution by Howard County General Hospital towards a biennial health survey that was conducted in 2012 with funding from a local consortium of partners including Howard County General Hospital, HCHD, the Horizon Foundation, and other community partners. The survey will continue through 2018.
