 Purpose: To improve design compatibility with surrounding development, to promote revitalization, and to enhance property values, the DAP process encourages excellence in the project’s architecture and site design.

Photographs of the posting must be sent to the DAP Executive Secretary within 3 calendar days of posting the property.


The Design Advisory Panel (DAP) reviews projects subject to design manuals, guidelines and/or related to:

  • Route 1 Manual;
  • Route 40 Manual (and meeting requirements outlined in Adopted Rules);
  • Conditional Uses (without a design manual) for Age Restricted Adult Housing (ARAH);
  • Adopted design guidelines via the Downtown Columbia Revitalization process, and
  • New Town Village Centers with boundaries proposed by a property owner and/or established by a Zoning Board or County Council, with certain specific exceptions.

The Zoning Code charges the DAP with non-manual-based reviews, similar to the style of review for Age-Restricted Adult Housing (ARAH) projects, for the following:

  • Section 111.1: R-H-ED (Residential: Historic-Environmental District)
  • Section 112.1: R-APT (Residential: Apartments) District
  • Section 117.0: BRX (Business Rural Crossroads) District
  • Section 121.0: CEF (Community Enhancement Floating) District
  • Section 121.1: CR (Community Redevelopment) Overlay District
  • Section 128.0: Supplementary Zoning District Regulations
  • In Section 128 DAP assists per f. (below) in 12. "Conversion of nonconforming uses to permitted uses in the CLI overlay district"

Meetings are held when there are applications to review, on the second and fourth Wednesday of each month, except in November and December when meetings are usually scheduled for the first and third Wednesday. Meetings are scheduled to begin at 7:30 p.m. at 3430 Court House Drive, Ellicott City, MD 21043.
