The Department of Inspections, Licenses and Permits is dedicated to assuring that buildings are built in such a way that they are safe and functional. To do this we apply construction standards that are adopted by the County Council in the form of construction codes.

The department also issues licenses for a variety of purposes. These include rental housing, taxi operators, electricians, dogs, cats, etc. In the case of licensing, the County Council has passed regulations that guide the department in determining the qualification of a person or place to be licensed.

Simply put, our Mission is to provide the best and most efficient service to our permit and construction customers while assuring that the users of buildings will have good cause to feel confident of their safety and health. We also want to assure ourselves, and the public that licensees are well qualified for the task for which they are licensed and fully capable of performing to a high standard.

The department works closely with other County and State agencies.

AS OF JULY 9, 2012, HOWARD COUNTY HAS ADOPTED THE 2012 INTERNATIONAL CODES AND THE 2011 NATIONAL ELECTRICAL CODE.  FOR A COMPLETE LIST OF THE NEWLY ADOPTED CODES PLEASE SEE THE ADOPTED CODES PAGE  .  IF  YOU HAVE ANY QUESTIONS, PLEASE CONTACT THE PLAN REVIEW DIVISION.
