The Real Estate Services Division is also responsible for preparing, updating and distribution of the following departmental procedures:

Acceptance by Howard County, Maryland of Public Improvements into the County System
This procedure establishes the requirements relative to the acceptance by Howard County of dedicated Public Improvements within an approved subdivision which shall normally include public improvements for streets, roads, appurtenances, storm drains, storm water management facilities, water and sewer facilities, and other associated public improvements as may be required pursuant to the developer agreement.

Standards for Preparation of Land Acquisition Documents
This procedure establishes the criteria to follow when preparing and submitting all land acquisition documents to Howard County for acquisition on capital and developer projects.

Existing Private Storm Drainage Petition Acceptance Process
Any property owner who desires Howard County to accept as a public responsibility the maintenance of an existing private storm drainage system associated with the development of multi-lots or parcels shall formally petition the County for acceptance of the facility. Acceptance by Howard County will transfer responsibility for the function and performance of the storm drainage system from the property owner to Howard County.

Fixed Assets Inventory Control System (FAICS)
Establishes the administrative procedures for the collection, verification and reporting of all Howard County fixed assets for which the Department of Public Works is responsible. Fixed assets are defined as items with an original purchase value of $5,000.00 or more of a tangible nature that are not expendable and which can be depreciated in value over a predetermined length of time at a predetermined percentage.
