The Utility Design Division is comprised engineers and administrative support. The responsibilities of the division include cost, scheduling, and design of water and wastewater capital projects, which include: water distribution, systems, wastewater collection systems, elevated water tanks and pumping facilities.

Collaboration with Baltimore City and County is on-going to ensure an adequate public water supply and wastewater treatment to Howard County.

Responsible for the development of Howard County water and sewer design standards, as established in the Howard County Design Manual, Volume II.

Reviews and provides recommendations on Metropolitan District incorporations, which allow property owners to be served by the County’s public water and sewer systems.

Provides technical assistance in the review of plans and specifications for developer funded water and wastewater projects.
