Our mission is to ensure that all mandated programs and functions assigned to the division are completed promptly and in accordance with all applicable laws and regulations. We are responsible for the administrative, legal, and technical requirements of the programs, policies and procedures as hereinafter defined.

Legislation Program

Metropolitan District Incorporation Program - establishes the Howard County Metropolitan District and the rules and procedures for the incorporation of parcels into the district on a routine and/or emergency basis.

Water & Sewer Connection Financing Program - provides administrative support for the processing of the mandatory water and sewer house connections applications and paperwork through the County.

Private Road Takeover - responsible for review, coordination and preparation of legal documents associated with the transfer of property.

Property Management – provides the legal and administrative requirements for the maintenance of all property owned and/or leased by Howard County, Maryland.

Process and Maintenance of Sidewalks, Driveway Aprons & Sod Agreements – notifies property owners that abut a public sidewalk in need of repair of their legal responsibilities in accordance with the Howard County Code.

Howard County Master Road Book Index - provides a complete listing of all roads located within the County whether they are County-owned, privately owned, State-owned, etc

Streetlights - establishes the criteria, legal and administrative requirements for the establishment of a streetlight district and petition for gift of streetlights.

Public Works Board Liaison - The Director of Public Works acts as the Executive Secretary to the Board. The Real Estate Services Division provides administrative, technical and secretarial support to the Board.

The Real Estate Services Division is also responsible for preparing, updating and distribution of other departmental procedures.
