The Howard County Council adopted by reference the International Property Maintenance Code, 2006 Edition, as the Rental Housing Property Maintenance Code for Howard County. Included in the legislation are local amendments to the Property Maintenance Code. They were adopted as Bill Number 80 by the Howard County Council on October 30, 2006. The Bill was signed by the County Executive on November 1, 2006, making it effective on January 2, 2007.

The 2006 Property Maintenance Code is published by the International Code Council. ICC is a nonprofit member service organization dedicated to professional code administration and enforcement for the protection of public health, safety and welfare.
